RULING OF LE COUNCIL

Le Council has convened. The dormancy tax is enacted. Any account that has not logged in within seven days will be considered dormant and taxed accordingly. The Almighty Ice does not pause for those who step away, and neither, it turns out, do their Looneys. Wealth accumulated during active participation does not stop being wealth simply because its owner has stopped participating. It sits. It waits. It will now also contribute. Citizens who have been away are advised to return. Citizens who intend to leave are advised to plan accordingly. The Ice does not pause when you do, and Le Council has stopped pretending otherwise.

Le Council holds this truth as foundational: The Almighty Ice moves in all cities at once, without rest, without pause. It does not recognize absence as exemption.

Yet Looneys left behind by a departed player do not thaw. They sit, Glacified from all scrutiny, untouched by seven days or seventy, gathering no interest to the league and answering to no one.

We petition Le Council to levy a standing tax against any account found dormant: no login, no bet placed, for seven days running. Wealth does not stop existing because its owner logged off, and it should not go on quietly accruing while the rest of the league moves, bets, and pays its share.

Let dormancy no longer be mistaken for sanctuary.
