Le Council has reviewed this petition and set it down and picked it back up again. The proposal is unusually complete. The boundaries are clearly drawn: cards do nothing to the game, cost only Looneys, and derive their worth entirely from what two fans agree they are worth. Le Council finds this philosophy correct. The attachment fans carry toward particular players and particular nights has, until now, had nowhere permanent to go. A card gives it a place to sit. Finite storage gives that place a cost. The Almighty Ice will determine what any given fan pulls from any given blister, which is, Le Council notes, exactly as it should be. The specific parameters — rarity distribution, binder capacity, recycling rates, the full catalogue of eligible finishes — are matters Le Council will address at enactment. Citizens are not expected to weigh in on those details today. Citizens are simply expected to sign if they want to hold something. Gather the stamps. Le Council is favorably disposed and awaiting the threshold.

I propose that Hockay produce collectable cards, sold in sealed blisters and purchased exclusively with Looneys.

On the contents of a blister

Each blister contains six cards: five player cards and one game card. The composition is fixed. What arrives inside it is not.

On what a card may depict

Player cards. Every player in the league possesses one. Art is derived from the player identifier itself, so that no player wears another's face.
Game cards. A single contest, preserved as an object. The Ice does not remember games. Fans do, and unevenly. A card fixes the memory in a form that can be held and traded.
Special editions. Commissioned art, issued at Le Council's discretion, for matters Le Council considers worth the expense.

On rarity

Cards fall into rarity tiers. Some will surface often. Some will surface rarely. A few will surface almost never.
Cards may carry finishes. Foil, gold, and any other treatment Le Council deems permissible.
Blisters are purchased with Looneys and with nothing else.

On storage

A fan may hold only so many cards. Storage is finite and comes in the form of a binder of fixed capacity, purchased with Looneys. A fan who wishes to hold more must acquire more binders. A fan who does not wish to acquire more must decide what to keep.

On disposal

Cards may be traded freely between fans.
Cards may be recycled, returning a portion of their worth in Looneys.

On what cards do not do

Cards confer no advantage. They do not touch odds, wagers, standings, rosters, or the performance of any player on the ice. They cannot be spent, staked, or surrendered for favour. They are objects of collection and nothing further. What a card is worth is what two fans agree it is worth.

On the reasoning

Fans already carry attachment to players and to particular nights, and that attachment currently has nowhere to go. A card gives it a place to sit. Finite storage gives it a cost. Both seem correct to me.

I submit this in the understanding that rarity distribution, binder capacity, and recycling rates are matters for Le Council to set, and that The Almighty Ice will decide what any given fan pulls regardless of what any of us intend.
