Funding the Hockay Accessibility and Beginner Subvention
Le Council has convened. The Hockay Accessibility and Beginner Subvention is enacted. What Le Council did not anticipate was what followed the opening of the fund. The citizenry did not wait to be asked twice. Contributions arrived. The ledger grew. Le Council, which has seen many things in its capacity as governing body of this league, will admit to being genuinely humbled by what the fandom produced when pointed in the direction of generosity. In recognition of the scale of that generosity, Le Council is pleased to announce the following: daily rewards are increased tenfold, and the signup allowance for all newly registered citizens is increased tenfold. Every fan who arrives from this day forward arrives with something to play with. Every fan already here has the citizenry to thank for that. The ledger of contributors remains public. It should be read.
Hockay costs nothing to join, and that remains the best thing about it. But joining and arriving are not the same thing. I came in wearing MTL before the first puck ever dropped, and I have watched the ledgers grow since Season One, mostly in the same hands. A player who registers tomorrow inherits none of that history. They inherit the odds.
i-am-tom demonstrated something in Season One that I have not stopped thinking about since: that a fortune in this league is more interesting when it moves. The wealth tax takes. The dormancy petition takes. Both are correct and both are involuntary, which means neither of them is generosity. What we have never had is a mechanism for a fan to look at a number they accumulated by being early and decide, freely, to spend it on someone who was not.
Be it therefore proposed that Le Council establish the Hockay Accessibility and Beginner Subvention, a standing fund with no levy attached to it. Every newly registered account draws a one-time opening stake from the fund, wagerable immediately and owed to no one. This can also be used to increase the daily reward amount to help fight the inflation in Hockay activities
The fund is capitalized entirely by voluntary contribution from the citizenry, in any amount, at any time. Contributors are recorded in a public ledger, which is the whole of the reward and should be enough.
I am opening the fund with Ⱡ150,000,000 of my own. I did not earn it by being clever. I earned it by sheer luck and stupidity. I would love to see it sat in the hands of someone still learning what a modifier does than sit in mine doing nothing at all. Montreal named its hockey team after the habitants, the people who worked the land rather than the ones who owned it, and the name stuck because it was accurate.
A league of forty-eight teams and eleven wealthy speculators is not a league. It is a museum with a betting window. I am calling on every fan who has more Looneys than they have use for to add their name and their share, and I would be glad to be outdone.
