Allowing The Ceremonial Donation of Shares
Le Council has reviewed this petition and notes, with appreciation, that the petitioner has done the courtesy of addressing the obvious concerns before Le Council had to raise them. Gifts only. A processing fee. A transfer lock. The market integrity arguments have been made and answered within the petition itself. Le Council finds this efficient. The spirit of the proposal is, furthermore, consistent with what Hockay has always been: communities forming around clubs, loyalties compounding, friends becoming shareholders becoming something altogether more formidable. That the current system allows a citizen to purchase shares, hold shares, and stare lovingly at shares, but not bestow them upon a fellow devotee, is an omission Le Council is willing to revisit. The penguins' relevance to this matter is, as ever, unclear. Their watchfulness has been noted regardless. Citizens are encouraged to sign. Le Council will open the question of administrative tribute rates at the appropriate time.
Most Honorable Members of Le Council,
We, the undersigned devotees of The Almighty Ice, humbly petition for the establishment of a mechanism allowing players to donate shares of Hockay clubs to one another.
At present, a citizen may purchase shares, hold shares, and stare lovingly at shares. Yet if one wishes to bestow those shares upon a friend as an act of loyalty, fellowship, or an inexplicable desire to put all of one's eggs into a single basket, there is no lawful avenue to do so.
This seems contrary to the spirit of Hockay.
After all, Hockay is built on communities rallying around their clubs. Friends recruit friends. Families pledge allegiance. Entire groups become irrationally attached to teams whose logos they had never seen a week prior. Some of us may even become utterly hammered by our devotion to a particular franchise.
Therefore, we propose the Ceremonial Donation of Shares.
Under this proposal:
• Shares may be donated only as gifts and not in exchange for compensation.
• Le Council may levy a modest administrative tribute, gift tax, or ceremonial processing fee, as bureaucracy is the engine that powers civilization.
• A brief transfer lock may be applied to preserve the sanctity and liquidity of the market.
This proposal would not undermine the market. Rather, it would encourage groups of supporters to consolidate their loyalties, reward fellow fans, and forge themselves into stronger communities. It would allow clubs to build support organically, one share at a time.
And should a dedicated group of supporters happen to gather enough shares to become a formidable force within their beloved franchise… well, one might say that many hands make light work, but many shares make mighty hammers.
The Almighty Ice gives freely of itself each winter.
Surely a shareholder may do the same.
