Gaming the redistribution system - citizen concern

I was the second richest player, once. But even the wealth gap between me and the millionaire fan was unfathomably large. How do we ensure that redistribution will be applied fairly, that the wealthy will not simply gamble themselves to the bottom of the list and avoid fair taxation? Is there a large enough BBQ restaurant that takes group bookings for when we inevitably eat them? We have much to discuss.

Maybe it needs to be a withholdhing tax on the bets payouts so that it's inescapable? Cause only 3 things are inescapable: Death, The Ice, and Taxes?

Does this disadvantage people who get lucky windfalls though? Should everyone outside the top ten(?) get their tax returned to them for not making the most in payouts at the end of each day - or week? - PLUS tax withheld from those at the top?
Also, do I get a badge for making the first ever forum post in the history of Hockay? Come on.

It may be that the wealth tax turns into an inattention tax. When the wealthy slip up and don't make their bets in time, there it goes.
I'd honestly be okay with that.
