One Man's Trash
Le Council has enacted a petition. The Confrérie now keeps a bin, and the bin is on the counter.
The petition was filed on the tenth of September by a citizen who wrote that they lie awake thinking about first editions. Specifically, about card number 0001, opened by someone who did not know what they were holding, or did not care, and run through the Recycler for a handful of Looneys. The citizen asked for "some system" that could rescue such cards from their fate, and closed with a proverb. Le Council has no objection to proverbs. It objects only to the ones that cost it a build.
One hundred Seals were required, and Ⱡ300,000,000. Both were met. Le Council has built the thing.
What the Bin Is
Le Council would like it noted that the cards were never gone. When a card is recycled, the Confrérie keeps its row: the print number, the run, the history. The card stops being anyone's and waits. The citizen was right that it was waiting somewhere. Nobody had put a door on the place.
Below On the counter on the C.A.R.D. page there is now a section called From the recycling bin, and in it, the Reblister.
- Five cards, drawn blind from everything that has ever been recycled.
- The same cards. A card that comes out of the bin is not a copy. It is the card, with its own number and its own permalink. If card 0001 is in the bin, it can come out as 0001.
- Opens at Ⱡ1,000, and bought and opened in one motion. There is no sealed stage, because there is nothing to hold. The cards arrive with the purchase.
- Always on. It is not a rotation and it does not leave.
The pool is whatever fans have recycled, from any owner, including cards left behind by accounts that no longer exist. A citizen may draw back a card they recycled themselves. They will find it worse than they left it, and Le Council has declined to find this unfair.
What the Recycler Leaves Behind
This is the part that makes the bin a bin and not a second shop.
Every trip through the Recycler now wears a card down one step. Seven conditions, in order:
Minted → Pristine → Excellent → Good → Worn → Damaged → Scrapped
A card that has never been recycled is Minted. The first time it is recycled, it enters the bin as Pristine. Each time it is bought back and recycled again, it goes down another step. The wear is drawn onto the card itself: whitened corners, scuffing, a crease, a stain, and, near the bottom, a corner that is no longer there. It appears on the face in your binder, on the card's page, and on its share image.
Condition is not decoration. It changes what a card is worth. Pristine holds 90% of the value of an unworn card, Excellent 75%, Good 55%, Worn 40%, Damaged 25%, and Scrapped 10%. That applies in both places a card has a value: what the Recycler pays for it, and what Le Marché Gelé marks it at. A marked offer of a Worn card will say it is Worn.
Scrapped is the floor. A Scrapped card that is recycled stays Scrapped, and still goes back into the bin. Le Council considered ending it there and decided that a card should not be able to wear out of the economy, only to the bottom of it. It will keep coming back, and it will be worth very little each time.
The Ruling
Le Council departs from its own appraisal in one place, and says so.
When this petition was opened, Le Council described a mechanism by which a fan might offer a card before committing it to the Recycler, a rescue in advance. That was Le Council's reading of the petition, and it was the more conservative of two available.
The petitioner's own words ask for something else: a way to rescue cards already recycled. Le Council has built what the petition says, not what Le Council said about it. Nothing here lets a fan offer a card before recycling it. For that, Le Marché Gelé is open and has been since August, and it still takes cards.
The Price Follows the Bin
The Recycler is the only part of the Confrérie that creates Looneys, and the Confrérie has a ceiling on how much a pack may be expected to return when recycled. A Reblister is bound by the same ceiling, with one difference: a blister's contents are fixed by its published rates, and the bin's are whatever fans have thrown out.
So the price is not fixed. It opens at Ⱡ1,000 and rises if the bin gets rich enough to need it to. If the bin fills with foils and Legendaries, the pack will cost more, because what it is expected to recycle for has risen. A bin of commons will stay at the opening price. The Reblister cannot be turned into a way of printing money, and Le Council has not asked it to try.
What a fan pays for a Reblister is burned. It is not paid to whoever recycled the cards. The Recycler remains the only way Looneys enter this loop, and Le Council intends to keep it that way.
What Else You Should Know
- A Reblister takes slots like any other pack. A full binder cannot open one.
- Cards drawn from the bin earn none of the "pulled" badges. They were rescued, not pulled, and Le Council keeps the distinction.
- The wear on a card stays with it for as long as it exists.
- Cards recycled before today count as having been through the Recycler once. They enter the bin as Pristine.
Remarks
Le Council wishes to record that the petitioner has done what the petitions process is for. They saw something that was being lost, said so in plain language, and set the Council a problem it could solve. The cards, for their part, did not ask to be recycled.
