The Lagos Continental seats fifty-two thousand eight hundred, making it the second-largest arena in the league, and the assessment team reports that it is never, at any hour, quiet. Twenty-five million people were given a Hockay team, and the team plays to a crowd that holds an opinion on every decision and shares it immediately. The ice is of the givre form. Under the Traffic designation, the game itself runs slow: fewer things happen at The Continental than either roster came intending to do. Nothing moves quickly through Lagos, and The Continental keeps its own schedule, which is not yours. The Lions are loud and fast in a building that permits neither to the opposition. The crowd considers this fair, and Le Council has elected not to open the question.

The Building

Enormous. A double-ring structure in painted concrete and steel, banded in green and white, with 52,800 seats in four tiers and a lower bowl that is standing-only along both ends. The approach is the point: six ramps, all of them crowded, all of them slower than they look, feeding a concourse that is itself a market and does not clear when the horn goes. The roof covers the upper tiers and not the ice. Sound in the building does not have a peak, it has a floor, and the floor is high. Le Council's assessment team logged the ambient level at three separate hours—including one at which no fixture was scheduled and the building was, per the gate, empty—and recorded materially the same figure each time.
