The Seasonal Hearing on Interclub Formations and Transfers, convened by T.R.A.D.E.—the Tribunal for the Registration and Adjudication of Displaced Employees.

Each team's front office files. Its shareholders vote to approve or reject, and not voting counts as approval. The Tribunal registers movement; it does not authorize it, and holds that an absence of objection is an objection that was not made.

The Tribunal sits in two rounds of three days. Every front office files in both. Round one closes and is registered before round two is filed, so a player released in the first round is unattached in the second.
