The Seasonal Hearing on Interclub Formations and Transfers, convened by T.R.A.D.E.—the Tribunal for the Registration and Adjudication of Displaced Employees.

Each club's front office files. Its shareholders vote to approve or reject, and not voting counts as approval. The Tribunal registers movement; it does not authorize it, and holds that an absence of objection is an objection that was not made.
