Three days ago Le Council recorded six sites at Level III — Declaration [1]. They have manifested. Le Council has stopped remarking on the speed of it, on the grounds that remarking on the speed of it has itself become slower than the process it describes.

The Six New Teams

Samarkand Seagulls — The Silk Road Pavilion

The ancient crossroads of the world was given ice, and the assessment team reports that the Almighty Ice treated the location as self-evident—it knows, the team concluded, where everything passes through. The ice is of the second form. Under the Toll designation, visiting skating stats are reduced: you pay to cross the Silk Road, and Samarkand takes its cut of everything in transit. The Seagulls are landlocked by a thousand miles in every direction. They are named Seagulls regardless. Le Council did not name them and declines to explain them.

The Seagulls are very far from the sea and entirely unbothered by the distance. They arrived here too.

Oman Orcas — The Gulf Waters

At The Gulf Waters the desert meets the sea, and the Almighty Ice, per the assessment team, arrived and took both. The ice is of the second form. Under the Depth designation, once per game every active modifier on both teams is suspended for a full period—the Gulf strips everything away and leaves each side alone in the water. The Orcas play with a patience the assessment team found genuinely unsettling: they circle, they wait, and they strike from a depth the visitors did not know the arena had.

The Orcas are calm until the Depth arrives. Then everyone is calm, and only the Orcas are used to it.

Chengdu Cranes — The Panda Reserve

Chengdu is unhurried by the standards of Chinese megacities and, the assessment team reports, proud of the distinction. The ice is of the second form. Under the Patience designation, the Cranes accumulate an accuracy bonus for every period they go without scoring, discharged the instant they finally do. They can wait a very long time. The assessment team, over the course of its deployment, came to find the waiting more intimidating than any modifier it had previously catalogued.

The Cranes do not panic. The Cranes have never panicked. The Cranes were watching the whole time, and are content to keep watching until it is worst for you.

Lagos Lions — The Lagos Continental

The Lagos Continental seats fifty-two thousand eight hundred, making it the second-largest arena in the league, and the assessment team reports that it is never, at any hour, quiet. Twenty-five million people were given a Hockay team, and the team plays to a crowd that holds an opinion on every decision and shares it immediately. The ice is of the second form. Under the Traffic designation, visiting skating speed is reduced: nothing moves quickly through Lagos, and The Continental keeps its own schedule, which is not yours.

The Lions are loud and fast in a building that permits neither to the opposition. The crowd considers this fair.

Zanzibar Zebras — The Stone Town Rink

A spice island off the coast of Tanzania was given permanent ice, and Le Council notes—as it has learned to note—that the Almighty Ice possesses a sense of humor it has never once explained. The ice is of the second form. Under the Stripes designation, the Zebras' profile alternates each period: offense-dominant, then defense-dominant, then offense-dominant again. The stripes switch. Opponents have not learned to read them, because there is a period between every period the Zebras spent building the wrong plan.

The Zebras are two teams wearing one sweater, and they change which one you are facing exactly when you have decided.

Caracas Chameleons — El Ávila

El Ávila presents the assessment team with the only arena it has actively declined to describe in full. The ice is of the first form—clear and hard, the lone example in this manifestation. Under the Camouflage designation, the Chameleons adopt the visual profile of the visiting team, and pass-interception rates surge accordingly: the opponent, in effect, plays against a mirror that keeps its own counsel. Le Council issued an internal memo regarding the safety of this. The memo could not, afterward, be located.

Caracas has been many things. El Ávila declines to say which one you are playing tonight. So, for that matter, do the Chameleons.

On the Two Forms, and on the Count

The league now contains forty-seven arenas. Twenty stood at the start of the year. Le Council has documented the difference without authorizing a single unit of it, which is, Le Council reminds fans, the established and historically consistent nature of the arrangement.

Two matters require Le Council's attention, and Le Council will name them plainly.

The first is operational. Forty-seven arenas cannot be scheduled the way twenty were. A single sequence of matchdays, run one game at a time, cannot hold a league of this size without the season extending past the point at which a season remains a season. Le Council's Scheduling Office has submitted a recommendation. Le Council has read it. Le Council is not yet prepared to act on it, but Le Council is prepared to admit that the recommendation exists and that it is not the kind of recommendation one reads twice and dismisses.

The second is arithmetic. For the first time since spring, Le Council's forecast contains no sites at Level III. There are no regions converging. There is no next wave. The expansion appears, as of this advisory, to have stopped.

It has stopped at forty-seven.

Le Council notes, without further comment for the present, that forty-seven is an odd number, that it does not divide, and that Le Council has spent its entire tenure documenting a phenomenon which has never once left a thing incomplete on purpose.

Closing

Le Council will issue a further advisory shortly, on the two forms and on the shape the Scheduling Office believes the league must now take. Le Council has run out of reasons to defer it.
