The Tribunal Has Ruled
The window is closed. T.R.A.D.E. has registered what survived it.
Twenty-four teams filed. Forty-nine offers reached a vote. Sixteen were ratified, in the manner Le Council described in full last week—one player for one player, the same seat, decided by shareholders who do not have to show up to be counted as agreeing. Thirty-three did not survive it. Le Council reports both piles.
The Count
- 24 teams with a front office on file.
- 49 offers reached a vote across four tranches.
- 16 were ratified. 33 were refused.
- 15 were trades. 1 was a signing—a team reaching into the unattached pool rather than another team's roster.
A little under a third of what was filed is standing. Le Council notes this is not a new ratio. It has said, and will say again, that where one shareholder holds half a team, that shareholder decides the team's trades whether or not the shareholder says a word.

Two teams account for seven of the sixteen. São Paulo Serpents filed four offers this window and kept all four—a Brawler and Impulsive front office that spent the first tranche taking a defenseman and a winger apiece off three separate teams, then gave one back to Tokyo two tranches later. Tokyo Titans filed three, kept three, and added a fourth by way of Rimini's own filing—two former Helsinki wingers and a goaltender, all landing on a Star-Struck and Meritocrat ledger that did not once ask what the numbers said before submitting.
Anchorage Auroras filed nothing that survived and released three players anyway—to Johannesburg twice and to Helsinki once—which is what happens to a team when three other front offices decide, independently, that Anchorage is where the players they want are standing.
The Closest of the Sixteen
Most of what's ratified went through quietly. Registered. No objection was made covers two of the sixteen outright, and a handful more cleared on a few hundred shares nobody organized around.
One did not. Tokyo's bid for Valtteri Lehtonen drew 690,200 shares in objection, split across both teams' electorates—the loudest opposition raised against anything that ultimately stood. It stood anyway, because the tribunal counts each team's refusal against that team's own snapshot, and 690,200 spread across two rolls never crossed the line on either one alone.
A filing falls only if holders of at least half the team's shares actively reject it. A shareholder who says nothing is recorded as having approved.
Le Council restates the rule because the Lehtonen filing is the clearest demonstration of it on the books this window: the loudest objection did not have to be the largest one, only large enough, on one side, by itself.
What Didn't Move
Thirty-three offers were refused. Most fell the way Le Council's arithmetic predicts—a releasing team's shareholders, holding more than half, said no to losing the player.
Four did not fall that way. Perth Pyres filed on Tereza Horáková and its own shareholders refused it. Havana Hammers filed on Manaia Walker and its own shareholders refused it. Mumbai Monsoons filed late, on the fourth day, on Ahmed Zaki, and its own shareholders refused it. Ushuaia Undertow tried the pool directly, for an unattached defenseman named Nils Bergman, and its own shareholders refused that too. In each case a front office proposed a move and the team that employs it declined to make it. Le Council notes that this is precisely what "at least half the team's shares" was written to allow, and declines to characterize it further.
Perth Pyres filed four offers this window, the same as São Paulo. All four were refused—three by the opposing team, and the fourth by Perth's own shareholders, who did not wait for an opponent to object first.

Day eight is the Eve. Rosters go public. The Season 03 schedule lands. The full ledger of every filing this window—ratified and refused, all four tranches—stays up, because Le Council does not take down a public vote once it has been counted.
