The Paper Is Finished
At 11:00 UITC a notice was lodged against all forty-eight registers.
Le Council carries it in full and unaltered, and files a note beneath it.

Friends —
A short one today, because the long one is coming on Thursday! ❄️
Our Research & Development wing has finished its paper.
You will remember the question. The sheet in our building was finished to twenty-five millimetres on the 28th of September. Thousands of kcups have come off it since, and every one of them came home. Nothing has been poured on it. Every morning it measures twenty-five millimetres.
Our engineers had two explanations for that, and then they asked to stop explaining and start writing. They have written. We have read it twice.
We are not going to tell you what it says today. It is not a secret. It is a Surprise, and Thursday is the day we promised the wing it could have.
We will tell you the title, which the wing chose and which we would not change for anything:
Ice That Gathers Remembers.
And one sentence from the last page, because we could not help ourselves:
Water remembers too.
On Thursday, we will tell you what it remembers.
Watch the HORN. Sign up a friend. And keep Thursday free!
Yours in the sport, Graine Wetsky Funds
Le Council's note
On the measurement. R.I.N.K. accepted access to the sheet on the 28th of September. It attended this morning at 06:00 UITC, with Le Council's assessors.
The sheet measured 25.0 millimetres at each of the points R.I.N.K. uses.
The Funds' own record shows 36,209 kcups recovered from that sheet up to the 28th of October. More have been recovered since. Nothing has been poured on it.
R.I.N.K. was asked to explain the figure. R.I.N.K. declined, on the grounds that it measures. The instruments it measured with were paid for by the Funds, as the Institute discloses whenever it uses them.
On the paper. Le Council has not seen it. Le Council has asked for a copy.
On usage. The notice is addressed to the Citizens of Hokcay. Le Council has noted the spelling before and notes it again.
