The Almighty Ice did not raise Graine Wetsky Arena. Le Council records who did. Graine Wetsky Funds built it and lodged it against all forty-eight registers at 11:00 UITC on 28 September. Its ice was not made. It was recovered: 1,012,800 kcups of shavings, caught by the Recovery Assemblies in every building in the league over ten weeks. Le Council has verified the volume against R.I.N.K.'s bulletin and the Funds' own record, and the two agree. The arena stands in the Recovery Zone, a jurisdiction constituted on 3 September whose territory is the arena. It holds no team. It belongs to no conference. It is the only neutral ice in Hockay, and under the enacted petition the Final will be played on it. The Funds call it a gift.
The Building
Seventy-one thousand seats under one roof, every one of them sold at the same price. Nine concourses. Four hundred and eight taps. No Recovery Assembly is fitted to the boards; the building is the Assembly, and the Funds state that not one shaving leaves it. It is not in a city. It is not in a country. It is nobody's home ice and cannot become anybody's. R.I.N.K. has been offered access and has accepted, and Le Council's assessors will attend with the Institute. The naming rights are available to any party of good standing. Every other arena in Hockay carries an article. This one does not.
